On the 20th day of month 2, however, an official announcement is made: following a full investigation, it has been determined that there is insufficient evidence to convict M'kris, Weyrleader of Monaco, with the murder of R'hin, Wingleader of High Reaches. Having said that, the death of a dragonrider is a serious thing, and it is clear that M'kris had some involvement. As a result, he has been stripped of his rank and position, and will be grounded by Monaco's queens in a permanent manner, permitted only approved visitors. In the short term, however, he is being immediately transferred to Ierne: Kyouri's Torith is beginning to show signs of an impending glow, suggesting that Monaco will have confirmed leaders sooner rather than later.
