Towards the end of Turn 36, Nimae of Igen comes to visit Azaylia, proposing a deal: the loan of a junior weyrwoman for as long as it takes for her next clutch to reach full rider status. In return, High Reaches will send back a small percentage of the dragons. With only a single queen of their own, and Hraedhyth still likely months - if not more - from rising again, it's a deal too good to resist.

On the 27th day of Month 12, Irianke and Niahvth arrive at High Reaches.

All, however, is not smooth sailing. Although Niahvth does indeed rise, caught by bronze Reisoth, explanation of High Reaches part of the deal - sending back those dragons - has not been made clear to important parties; as word spreads, so does discontent.

Is it right for a Weyr to transfer riders, potentially against their will? How much freedom - and control - should dragonriders have over their destinies?

And... is it possible for two Weyrs to be any more different?
