Description
She appears younger than her 17 turns of age, which does not particularly help her at all. Her features are sharp and not wholly attractive as they are; highly arched eyebrows, wide eyes, and distinctive cheek bones just don't fit quite right on her narrow face.
Her hair is long and black, done in a pair of plaits that hang down her back. Her eyes are a pale gray and are coupled with thin, bloodless lips. Her nose is a perilous blade of a thing that practically cuts her face in half for its severity. Her skin is milk pale and unblemished, while her hands are smooth and suggest plenty about her upbringing.
She's the epitome of waiflike androgyny, with only her clothing to say otherwise. Dresses, blouses and skirts are her preferred garments. In all their forms, her clothes and shoes are of a nondescript color and without much decoration. Belts are worn when necessary, as are jackets and cloaks, but her plain, utilitarian clothing is of little note. A bluerider's knot - blue, High Reaches Weyr - hangs at her shoulder.

A primordial figment, a terror, this wraith, a creature come up from the pit of the world, from the fathomless sea. He is swathed in midnight blue and mystery with a ghostly fog writhing murky cobalt around his slender shoulders to mist out into the jutting spires of his wingspars, milky clouds floating across the membrane of wingsails shot through with dark veins like spiderwebs. His eerie-lit eyes are narrowed in an intense face sharp of cheek and snout, leering from the pitch darkness of sunken hollows. Sickly moonlight touches the tips of sea-monster ridges that grow jagged and finned from his spine, larger and larger then smaller and smaller as they get nearer the whip of his tail. The same greenish, otherworldly glow shines just barely on the crown of his head, alighting on blunt headknobs. Long, supple limbs drenched in shadow end in paws with subtle webbing between each digit and cruel black talons that arch like scythes.
Cutting Edge Egg
The sizable shell may not be sharp as such, but it's a cool steel grey... partially. The rest is a peculiar brownish puddle that, at its blotchy edges, stains the red of fresh blood or else ichorous green. Those colors have a sheen that might almost be liquid, while the grey has the sleek smoothness of honed metal; there's no matte brown here, no meat pies yet made.
The Endless Night Egg fades from existence, giving way finally to the brightness of the caverns. And in the rubble of its shell, a dragonet appears as if summoned, shaking off shell from one of her forepaws carefully. Once that singular task is accomplished, she sits for a moment to adjust, though not without surveying the nearest group of Candidates with whirling eyes.

Temperament
A fear of dragons would seem fully realized in Qhyluth, who looks like some kind of nightmare that escaped. There will be those who don't understand him and you might need to shield him from the world while he's young. You who saw him hatch, who cradled his dark little body still slimy from his egg's innards; you who he trusted with his name, you and no one else, and you will learn that trust easily he does not. Early on you will need to protect him from much, for he will be terribly small at first, but once he's bigger and has come to realize his full potential you will understand that when the monster is on your side and obeys you alone, there is very little to fear.
As a weyrling, Qhyluth has the potential to be a terror. It isn't that he is that way on purpose, it's that he simply can't process all of the sensory overload and it will be a real struggle for those first few months. Much like his dam, Qhyluth is overly sensitive of his surroundings, of the sights, the sounds, the /emotions/ that bombard him every waking moment. His reaction to it all /is/ emotion, powerful and unfiltered with the potential for bordering on violent if you don't help him control it, if you even can control how /you/ feel it, and you will through him. You're the only one who can soothe him and bring him back to Pern, but luckily as time goes on and as you grow together as a pair he will become better able to handle himself /if/ you teach him the /right/ way. There is potential for a closer bond between the two of you than has been seen before if you allow it, if you can invite him in, and by your intentions at heart he will be shaped.
Things change as Qhyluth gets older, as he passes from adolescence into adulthood. There are the obvious things: his size, the way he grows into himself and his haunting visage; his ability to control his temper if not how powerfully he feels things; his intelligence not just as far as weyrling lessons are concerned but with the /world/, through you and through his own study. More than that, you might begin to recognize more and more of yourself in him, an analytical way of seeing that seems familiar. Something still lurks in the murky depths of his mind of course, something dark and dangerous that could surface at his, or your, beck and call. He'll think on death and the end of the world and similarly morbid things, he'll think about his own mortality and yours, knowing full well he almost lost you before he had you, and sometimes those thoughts threaten to pull him down into the darkest depths so you'll have to be there to fight that darkness away.
He'll collect skulls to decorate at least his ledge if not your weyr, and whenever you hear music he tunes in to borrow your ears. You'll find almost nothing save for you makes him happier and feel more at peace, which might mean you end up at more Harper-attended events and nights in the living cavern when posted Journeymen play.
Flights, and in fact flight itself, are not held high in favor. He'll never say if it's because he knows you have a fear of flying that he doesn't leave the ground much, but he does know because he unapologetically knows every single thing about you. It'll become very apparent that where he really wants to be is the lake, the ocean, any body of water large enough for him to fit in and be able to glide under the water, to find the bottom if he can and lurk there like the sea-monster he resembles. Matters concerning his most basic needs where the fairer sex is concerned are almost uncomfortable for him, something not-right about them... until the green goes up. The blood excites him and he'll share the feeling with you, your bond with him heightened to a feverish extreme, the warm spray of crimson on your face-- no, his face might delight you too in the moment. He will chase her as he's meant to, with a mix of wild abandon of his higher intelligence and a calculating assessment of the best way to go about catching her, and you'll be swept up in that, primal needs overtaking you both. When he wins he doesn't stay long, whether or not you do, and when he loses he comes to you weakened and needing. Either way, there's only one for him, one heart, one mind, and his is likewise yours and yours alone. How could anything else compare?
Qhyluth is a strange, otherworldly and emotionally powerful creature who feels everything profoundly, but never anything more than the love he feels for you. It's older than everything, it lived before the world was born, when everything was naught but black and cold. It floated wandering until it came to him in his egg, where he slept and grew strong enough to break free and find you, to share it with you because it was too heavy for him to carry all alone anymore. He will protect you against the strongest enemy, the darkest sadness, until death do you part. And even then, it's only the end.
Public Impression Message
The Beast Beneath Blue Hatchling is looking more and more lost as he wanders alone across the hatching sands, as his brothers and sisters Impress and he has still not found his meaning. A pitiful, exhausted creel escapes his parted jaws, but then suddenly he's frozen, staring off not at a bleak future of loneliness but at the one thing that can save him. It feels like forever getting to her, the girl who looks younger than she is, with the long black hair and the pale grey eyes.
Private Impression Message
Something awakens within you, something that tingles and lifts the hairs on the back of your neck. It's a chill down your spine, a rousing of a sixth sense you never knew you had. The cold creeps in slowly, at first an alienating sensation that brings thoughts of loneliness, of being out on your own; until you realize it for what it is, the oddly comforting cold of a winter night when you know you're on your way inside where it's warm. « Can you see me? » A voice so gentle and small and terrifyingly alone couldn't possibly come from the dark-blue hatchling who stands there on wobbling legs that threaten to give out from under him. Still, there he is, and you saw him before, a fearsome creature. Now, in the new light and awareness that blinds you and hits you like a powerful wave both at once, you know him for who he is, and he is- « Qhyluth. Yes. » The relief that hits you is immediate and almost helps with the flood of emotion that you both feel together. /Almost/. « At last. »
Mindvoice
Qhyluth's voice is soft, sometimes little more than a whisper. When he's at peace with you he's gentle, the chill in the air is a loving kiss of frost to your cheeks on a crisp spring morning. At other times, when his mood is heightened, when he's feeling everything too much, the cold can be hard to bear and there's a sharp edge to him like the shining blade of a knife, and the tang of ozone is in your nose somehow but you saw no lightning. There are bells, old warning bells that clang in the depths, calling out to you that he's headed that way and you need to head him off before things get too crazy. When he's mired in one of his dark moments he sounds far away and thick, like something's muffling him, and a welling sadness threatens to overtake you. Sometimes you smell old books, old leather, the salt of the ocean and something dark and cool and green you can't quite put your finger on. You will almost-never be 'Ulyana' when he refers to you, you will be 'She', spoken with a quiet emphasis normally reserved for a sacred deity.
Dragon Inspirations
His physical description is based on Cthulhu, with a little mixed in of The Shadow over Innsmouth. The majority of his temper is taken from the character of Adam from the movie Only Lovers Left Alive, in which Tom Hiddleston and Tilda Swinton play two vampires married to each other and living a life of eternity with one another. Adam is an incredibly sensitive and musically talented vampire who suffers from depression and attempts suicide a couple of times, and Eve is his saving grace in those dark moments.

Name Meaning
I say it Kylooth with the 'h' after the 'y' meant to soften it a little. It's a combination of a few things, I tried to fit in the stuff you asked for but also make it sound Cthulhu-ish without being too obvious, I also wanted it to seem odd and otherworldly to match Ulyana's name. I hope it's okay!

There's naught to say of Ulyana, really. She was just another wee girl at Crom Hold, a bit unnerving and quiet but otherwise dutiful. She doesn't know her parents and was always told she was an orphan with no siblings. She was sickly in her youth and was unable to pick up any real set of skills. She's adept at reading and writing, however, and was able to be something of a scribe when she was old enough and healthy enough to do so. She was particularly skilled at handling ledgers and manifests - so, she often assisted in taking inventory and the like. She was ultimately searched not long after her 15th turnday to stand at Fort Weyr. Her acceptance was initially grudging, but she grew to enjoy spending time with her fellow candidates.
When the revelation came that there would be no clutch, she was left in a conflicted state. She misses her home Hold desperately - but she's equally tied up in the youthful fantasy of becoming a dragonrider someday. She is frustrated and confused by the situation as well; she suffers from the lingering effects of culture shock, confusion over how this sort of thing can even happen, and a great deal of frustration with the decision that she'll have to make as a result.
Resentment is there - but she has no name for it, nor any idea what to do with it.
She has only recently learned of her dubious parentage and has yet to decide what to do with that knowledge.
She has discovered an unusual side to herself - one that Qhyluth likely unlocked. She is something of an artist - and not just for the things that reside in her blue's head.
27.13.35.I10 - Ulyana was struck ill with what was presumed to be tainted flour from Gar Hold. She spent almost two weeks in the infirmary before being released - and her recovery is slow.
