Early in turn 25, a Monacoan bronzerider transfers to High Reaches Weyr. His quiet, personal search for information about his family turns into something much bigger when he inlists a number of riders to conduct a 'treasure' hunt... one that eventually uncovers a group of over 100 exiles who have been living on the Western islands for more than 80 turns.

Circumstances result in the exiles being brought back to High Reaches Weyr, some willing and some very much not. Nearly half of them die of illness in their first few months; most of the rest have difficulty trusting the intentions of the weyr, particularly when they are kept 'imprisoned'. The exiles claim Blood connections to High Reaches and River Bend Holds; in an attempt to avoid problems, Lord Rynien of High Reaches encourages the weyr to put the exiles to egg and bind them to the weyr instead.

The ploy only partially works. Eight of the exiles Impress, including Iolene to gold Ysavaeth and Khorde to bronze Temrianth. After the hatching, however, the body of another exile is found in Weyrleader K'del's weyr-- and two of the exiles go missing.

In the turns that follow, Iolene becomes High Reaches' Senior Weyrwoman, despite never having been trained - and Devaki marries Lord High Reaches Hold's sister, thus putting exiles in the middle of Hold and Weyr politics.
